Improving the quality of life for families supporting a member with special medical or educational needs. EFMP staff and families work together to inform, educate and empower individuals to be the best advocate for themselves and their family members. The EFMP is a DOD-mandated enrollment program to support individual, family, and unit readiness.

EFMP is a confidential and mandatory program for dependents with special medical or educational needs. The program is designed to coordinate PCS assignments for active duty sponsors that ensure the availability and accessibility of necessary medical and educational services for Exceptional Family Members.

If you are anticipating orders and want to apply for base housing at MCB Hawaii or your following duty location, don't hesitate to contact your EFMP Family Case Worker for assistance. Your caseworker will request a letter from HQMC EFMP that you may submit with your advanced housing application in place of web orders.
Your case management family support services include:
Help to identify an array of resources available through Marine & family Programs, as well as other Military resources, State, Federal and local resources.
Identify ways to build networks for support, and the difference between formal and informal networks.
Define early intervention and the developmental milestones. This class also talks about the difference between IFSP and IEP, and helps you understand what IDEA is and provides resources within the local community.
With this class, you will find out who is eligible for EFMP, what the enrollment/update/disenrollment processes is and the benefits of enrollment.
Learn steps to prepare for deployment, identifying childcare options & arranging respite care, creating a routine, adjusting to emotions- you and your family, and recognize resources and supports.
Recognize the warm hand off process, identify helpful ways to talk to your children, review employment and moving resources.

Identify what inclusion looks like, legal responsibilities, and local recreation resources.
Review respite care eligibility, know requirements for reimbursement and rates of care, and review reimbursement logs and other forms needed.
